Joe is a campaign strategist with nearly 20 years of experience helping candidates, committees, and corporations find electoral and policy success. Joe combines data-driven analysis with hands-on execution to help clients win competitive races. At Guidant, Joe helped lead a $100 million independent expenditure effort spanning 21 states with an 86%-win rate, overseeing paid voter contact, race-level strategy, and opposition research across state legislative primaries, special elections and the general election.

Before joining Guidant, Joe specialized in targeted voter contact, designing programs that put the right message in front of the right voters online and in mailboxes. During the 2024 cycle, he oversaw a $10 million digital media campaign for Keystone Renewal PAC, the largest candidate-specific Senate Super PAC in history, helping elect Dave McCormick in one of the toughest U.S. Senate races in the country. Additionally, Joe has helped candidates and committees win in some of the most hard-fought congressional districts in California, Arizona, Ohio, Michigan and across the country.
